Dear Justice (JUST),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

all correspondence, including phonelogs, emails, between VP Franco Frattini and/or members of his Cabinet and/or staff members of DG JUST with

- Coordinamento Coppie Adottive Bulgaria
- ADOC Adoption Triangle Research Center
- Coordinamento Nationale Amici dell Adozione

Cooperation with these organisations got confirmed through reply of DG JUST to a previous request to 'Ask the EU':

http://www.asktheeu.org/en/request/409/r...

Yours faithfully,

Dear Mr Dohle,

You are requesting access, under Article 15(3) TFEU as implemented by
Regulation(EC) No 1049/2001 regarding public access to European
Parliament, Council and Commission documents  to the following
documentation:

all correspondence, including phone logs, emails, between VP Franco
Frattini and/or members of his Cabinet and/or staff members of DG JUST
with

     - Coordinamento Coppie Adottive Bulgaria

     - ADOC Adoption Triangle Research Center

     - Coordinamento Nationale Amici dell'Adozione

As the answer to your request involves a research in the historical
archives of the Cabinet of Vice-President Frattini (to which the
Directorate-General Justice has no direct access), we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 9 July 2013. Moreover, part of
the documents requested originate from third parties which have to be
consulted.

Therefore, we have to extend the time limit in accordance with Article
7(3) of Regulation (EC) No 1049/2001 regarding public access to documents.
The new time limit expires on 30 July 2013.

We would like also to draw your attention to the fact that the wording
"cooperation" used in the e-mail of 17 November 2009 by Ms Saastamoinen
does not imply any joint initiative of the Commission with the
above-mentioned associations, but simply the circumstance that they may
have contacted the Cabinet or the Directorate -General in order to inform
about their activities/ask information/ask for Commission's action.

Best regards,

European Commission
