Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting a list of all meetings with external lobby organisations and stakeholders which discussed the policy content of, or attendance at, the Tallinn Digital Summit 29/09/2017. My reasons for making a confirmatory application are as follows:
- DG CNECT shoud have provided the mission letter as part of its original answer to GESTDEM 2017/5088, or explained at the time why it was not to be provided
- It seems to me highly unlikely that the whole content of the mission letter is "commericially sensitive" as has been stated. Surely it is possible to redact, if necessary, commercially sensitive parts, in order to release the rest of the letter which would provide greater clarity. For example, based on the information in annex 1, it is not clear whether the "mission letter" referred to was from DigitalEurope to PWC, or from the Estonian Presidency/ Commission to DigitalEurope. Either interpretation is possible and clarity is important.
- Whether the "mission letter" itself was from DigitalEurope, or from the Estonian Presidency/ Commission, it is clear that DigitalEurope was mandated by the Estonian Presidency/ Commission to carry out some work, and it would be important that maximum information about this is put into the public domain. The mission letter would surely help with that and there is a clear public interest case to be made for its release.
- I am not requesting the personal data mentioned in your letter such as a staff signature. In my view, the name and function of the staff signatory should not be viewed as confidential.
