DG Env: Plastics lobbying since 30 May 2018
Dear Environment,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and further to Gestdem 2018/3018 which you answered under the Commission’s code of good administrative behavior, I would like to request a list of all lobby meetings held by DG Environment since 31 May 2018 where single-use plastics were discussed. The list should include the names of the individuals and organisations attending; the date; and any minutes / notes produced. I would additionally like to receive any emails or other correspondence related to these meetings.

I am filing the following confirmatory application with regards to my access to documents request 'DG Env: Plastics lobbying since 30 May 2018' Gestdem 2019/0939.
I appreciate very much the fact that a long list of documents was sent to me.
However I would like to request a review of the decision to withhold the annex of document 18 (Coca Cola), Ares(2018)6211158, which I think is the "final report from PWC on the economic and financial impact of the measure for the soft drinks and bottled water industry".
From your letter dated 15 May, I understand that "the attachment can not be disclosed as it is ‘strictly private and confidential’" according to the originator.
I would like to dispute the decision not to release it. In a previous access to documents request to DG Connect 2018/5806 (which can also be viewed here: https://www.asktheeu.org/en/request/dg_c...) I was initially also refused access to a document which originated from PWC as a third party. In that case, both Digital Europe (which had sent the document) and PWC (the third party originator of the document) had refused to allow access, and commercial sensitivity and and intellectual property arguments were used. After a confirmatory application, I was granted partial access to the PWC document in question, despite ongoing objections, and I would like you to reconsider your decision to not release the PWC report in this case too. I note that you have not provided detailed reasoning as to why the report cannot be released.
On document Ares(2018)6236948, an annexe to document 22 from Tetrapak, I would like you to further consider your decision not to release it, even in redacted form.
The issues relating to tethered caps, packaging sizes, and which products were to be regulated, were very significant during the negotiations on the Commission's single use plastics proposal, and we are aware that substantial lobbying went on, demonstrating that there is a strong public interest for such information to be in the public domain.

Regulation (EC) No 1049/2001 regarding public access to European
Parliament, Council and Commission documents ("Regulation (EC) No
1049/2001").
Your confirmatory application is currently being handled. Unfortunately,
we have not yet been able to gather all the elements needed to carry out a
full analysis of your request and to take a final decision.
Therefore, we are not in a position to reply to your confirmatory request
within the prescribed time limit expiring on 12 June 2019. Consequently,
we have to extend this period by another 15 working days in accordance
with Article 8(2) of Regulation (EC) No 1049/2001. The new deadline
expires on 03 July 2019.
However, I can assure you that we are doing our utmost to provide you with
