However, having read the content, I noticed that the mail of 17 August 2009 refers to a previous mail of Nordic Adoption Council to VP Barrot.
I would like to have access to that e-mail too: Nordic Adoption Council to VP Barrot - dated February 2009.

Unfortunately DG Justice has no copy of the e-mail to which Nordic Adoption refers, as it was sent directly to Cabinet Barrot and probably not forwarded to the Directorate-General.
Please be informed that DG Justice has no access to the historical archives of the Cabinets.
