On 26 June 2020, the European Parliament released a documentary film on the International Day in Support of Victims of Torture.

The film is called Torture26 and was financed by the European Parliament.

I am requesting all documents to determine how much the European Parliament paid to create and produce this documentary, as well as the name of the contracting party that received these funds.

This includes, but is not limited to:

- All correspondence – including all attachments – regarding, mentioning or discussing the film.
- A list of all meetings held where this film was discussed or mentioned, as well as all minutes of these meetings.

Dear Mr Nielsen,

 

In reply to your request about the financing of the film "Torture 26",
Parliament informs you that this documentary short film

was first screened (and webstreamed) on 26 June 2020, International Day in
support of the victims of torture, to introduce a debate with DROI MEPs,
moderated by Vice-President Castaldo.

 

Parliament commissioned it as a tool for human rights advocacy work, where
its commitment to fight against torture would be highlighted. The
documentary, which includes quotes by MEPs from different political
groups, was produced by Sakharov Prize laureate Lorent Saleh.

 

The production of the film is covered as a human rights action under the
annual DEG work programme and did not need a specific request by a
committee. Political backing for such projects come from

Democracy Support and Election Coordination Group (DEG) Lead Members, in
this case Heidi Hautala as the VP in charge of the Sakharov Prize
Community, and Maria Arena, DROI Chair. The justification for the
expenditure is included in the note to DG EXPO Finance Unit.

 

Enclosed three relevant documents :

- the DG EXPO internal feedback note (Joint DROI - Sakharov Prize
Community Event "Torture26" – documentary and debate - Brussels, 26 June
2020)

- the note to DG EXPO Finance Unit requesting the coverage of the
expenditure,

- the price offer by the contractor

 

On this basis Parliament considers your request handled and the file
