Documents related to narcotics traffic and production in Albania

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Reports relating to the production and trafficking of narcotics in Albania, including law enforcement efforts to counter it and support provided by the EU and member states to Albanian authorities to do so.

These documents should include but not be limited to: emails, letters, memos, reports, official requests, correspondence (diplomatic and otherwise) between the EU office in Albania and other EU and European Commission agencies as well as government agencies and diplomatic missions of EU member states and foreign countries.

On October the 25th 2017, I filed a Freedom of Information request asking you all documents related to the production and trafficking of narcotics in Albania, exchanged between the EU office in Albania and other EU and European Commission agencies. On November the 8th, I have been asked to narrow my request, and so I did on November the 12th, asking you all «communication between EEAS and the Albanian government on the topic of narcotics trafficking and production in and through Albania».

Since then, you have forwarded my request to the the European Commission, Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR), without specifying the reasons to do so. As my FOI request was filed to DG NEAR, I asked you, on December the 13th, not to close my request, as I believed - and I still do - that EEAS has surely produced documents related to narcotics trafficking and production in and through Albania. You accepted but decided to register my request for access to documents as a new one, on December 14th.

Today is January 12th. Almost three months passed since my initial FOI request. As I am still working on this topic, and as your documents would be very useful to me, I am writing you here to urge you to comply as soon as possible to the EU regulation and to respect my right of access to documents, as developed in Regulation 1049/2001.
