ETIAS and dual nationality

Dear Migration and Home Affairs,

Owing to historical circumstances there are many citizens of European countries through descent living in the United States, mostly citizens of Spain, Portugal, Ireland, United Kingdom, Poland and Italy. Although they were usually born in the United States, they (often automatically) acquired citizenship of their parents and grandparents.

European Travel Information and Authorisation System (ETIAS) was recently adopted and is expected to enter into force soon. It will require nationals of 'Annex II' countries and territories to obtain an electronic authorisation prior to travel to the Schengen Area.

Large majority of dual nationals have never had any documents of those countries including passports and due to cost of travel to the nearest consulate many are not interested in pursuing a second travel document next to their US passport. At the same time US nationals, including dual nationals, are required by US law to use a US passport to enter and leave the United States.

I could not find any information online on the official position of the European Commission regarding the rules for dual nationals of the EU and Annex II countries and whether they would be able to travel using ETIAS should they prefer to do so or they would be mandated to obtain passport of the EU country they are citizens of.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information - all documents discussing matters of dual nationality and ETIAS.
