Dear European Economic and Social Committee,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

17th meeting of the EU-China Civil Society Round Table in Shanghai, China in July 2019.

A breakdown of r/t flight details, individual ticket costs and seating class assignments (first class, business or economy) for the presidents of each of the three groups and the EESC members and staff who attended the round table.

Any documents that reveal who authorised the trip.

I made this same request in September 2019, which you refused to grant. The European Ombudsman has now ruled on the case (case 1/2020/MIG) and the EESC, in response, has since declared (Team SG(2021)D/618) it will include this information on its website.

In other words, your president has since over turned the initial arguments you made to deny my request. Therefore, I am requesting once again that you reveal this information.

Dear Mr Nielsen,

 

We refer to your request with regard to access to documents registered on
15/03/2021 under reference n° ICD-AD 03/21.

 

Pursuant to your access to documents request, we would like to refer you
to the answer already provided in response to your previous request of 10
September 2019 and confirmatory request of 27 October 2019. In the context
of your previous requests, you had submitted a complaint for
maladministration to the European Ombudsman (case 1/2020/MIG). The
Ombudsman found that releasing an anonymized version of the table of
mission expenses would satisfy the complainant’s request, while not
undermining the protection of the participants’ personal data. The
Ombudsman therefore proposed as a solution to release the anonymized table
in question. The EESC accepted the proposal and the Ombudsman closed the
complaint on 23 July 2020. For your convenience, please find attached the
anonymized table of mission expenses for this event.

 

As for the authorization of the trip, as written in our previous reply to
your request for access to documents dated 10 September 2019, please note
the following:

The remit of the EESC on EU-China relations has been established in the
9th EU-China Summit at the level of the Council, back in 2006, see
paragraph 35 of the Summit Joint Statement below:

 

"Leaders recognized the importance of a healthy and developing civil
society for the sustainability of the reform process both in the EU and
China. Leaders were of the view that the exchanges and cooperation between
the China Economic and Social Council (CESC) and the European Economic and
Social Committee (EESC) constituted a part of the relationship. To
reinforce existing ties, they endorsed and encouraged the establishment of
a regular roundtable to contribute to the enrichment and development of
the EU-China comprehensive strategic partnership."

 

On the basis of this reply, the European Economic and Social Committee
considers your application as handled and the file closed.
