EU Sugar Market

Estamos a la espera de que kasia lea una respuesta reciente y de que actualice el estado.

Dear Agriculture and Rural Development,

Under the right of access to documents in the EU treaties, as
developed in Regulation 1049/2001, I am requesting documents which
contain the following information:

- Any study, impact assessment, forecast, paper or other document -
commissioned or authored by any part of the European Commission or
received from third parties (lobby group, NGO, academic,
consultant, or other) - that assesses the impact of the sugar industry on the EU farming sector, and/or on the farming
sectors and farmers in any particular member state(s).

- a list of meetings with detailed minutes and any other reports of
such meetings between DG AGRI's officials (including the
Commissioner and his Cabinet members) and other DGs and/or third
parties (lobby group, NGO, academic, consultant, or other) where
this topic ("the impact the sugar industry on the EU
farming sector, and/or on the farming sectors and farmers in
any particular member state(s)") was discussed.

(Held, commissioned or received between January 2012 and today)

I am aware of the broad scope of my request and ask therefore of the prioritisation of the following actors:

- FoodDrinkEurope (incl. members/ sectors/ companies)
- World Sugar Research Organisation
- American Chamber of Commerce to the European Union (AmCham EU)
-USA Government
-UK Government
-German Government
-French Government

+ latest documents first

Should my request be denied wholly or partially, please explain the
denial or all deletions referring to specific exemptions in the
regulation. Also I expect the partial release of documents, in case
of partial exemption according to article 4.6.

Do not hesitate to get back to me should you need any further
information which could facilitate your research.

Thank you for your assistance.

Yours faithfully,
Katharina Klein

Dear Madam,

Thank you for your request for access to documents.

Unfortunately you have not indicated your postal address that is required for registering and handling your request in line with the procedural requirements. Please send us your full postal address at your earliest convenience.

Pending your reply, we reserve the right to refuse the registration of your request.

Concerning the content of your request, I would like to inform you that DG AGRI has not made any particular impact assessments or studies on the effect of the sugar industry on the EU farmers or farming sector. We did make impact assessments before making the proposals to end the quota system in 2004 and 2005. These assessments were made public but are already more than 10 years old. But that is not really an assessment of the effect of the sugar industry on the farming sector but rather the effect of a policy change for the sugar supply chain as a whole.

As the description given in your application does not enable us to identify concrete documents which would correspond to your request, we invite you, pursuant to Article 6(2) of Regulation (EC) No 1049/2001 regarding public access to documents, to be more precise in your question.

If you need assistance in clarifying or specifying your application, you can contact us by email to: [email address]

The 15 working days, the time limit for handling your application, will start running when we receive the requested clarifications.

You may, of course, use directly the electronic form for entering your request:

Thank you in advance for your understanding.

Dear Agriculture and Rural Development,

apologies for the unprecise wording and thank you for coming back to me for clarification.

I take notice of the fact that the term 'sugar industry' might be misleading and therefore wish to exchange it by 'sugar quotas'. Considering the time horizon, I thank you for the proposition of sharing data from 2004/ 2005, but I was rather interested in impact assessments regarding the end of EU sugar quotas in 2017.

Please not that I am asking for studies commissioned by DG Agri as well as studies that DG Agri received by third parties.

Keeping this in mind, I change my request to:

- Any study, impact assessment, forecast, paper or other document - commissioned or authored by any part of the European Commission or received from third parties (lobby group, NGO, academic, consultant, or other) - that assesses the impact of the sugar
market (CMO).

- a list of meetings with detailed minutes and any other reports of such meetings between DG AGRI's officials (including the Commissioner and his Cabinet members) and other DGs and/or third parties (lobby group, NGO, academic, consultant, or other) where
this topic ("the impact of the ban of sugar quotas") was discussed.

(Held, commissioned or received between January 2012 and today)

Thank you for your patience,

katharina klein

Dear Ms Klein,

We refer to your letter dated 25/09/2015 in which you make a request for access to documents, registered on 29/09/2015 under the above mentioned reference number.

Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expired on 20/10/2015.
