EuropeAid & Water Reform in Egypt

Dear Development & Cooperation - EuropeAid (DEVCO),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I am searching for information on both phases of EuropeAid's "Water Sector Reform Programme". In the 2010 Action Fiche for Egypt I found information for phase II, but I can't locate similar information for phase I.

These action fiches only give limited information, so I am searching for more detailed reports on both programs, the studies that were undertaken under the WSRP, and the evaluation reports on the WSRP or Europe's aid to Egypt's water sector in general.

The "Evaluation of European Commission’s Support with Egypt" explains how the EU has been using Sector Budget Support (SBS) to incentify reforms in the water sector, and Egypt's Holding Company for Water and Wastewater (HCWW) mentions the EU's "Water Sector Budget Support Programme (WSBSP)" on its website. I am searching for more detailed information on this SBS mechanism and the WSBSP, and any preparation studies, or evaluations. This program makes the release of funds dependent of predefined conditionalities so I would like to receive detailed information on these conditionalities and the amount of funds (and their destination), that were linked to them.

Also, as this project is run in coordination through the water subgroup of the Donor Assistance Group (DAG) or Donor Partners Group (DPG), so I would like to have a copy of this subgroups' program, minutes, studies or evaluations.

Additionally to this, I am searching for specific information on the Stakeholder and the Civil Society Consultations regarding EuropeAid's or DPG's work in Egypt's water sector.

Please find hereby enclosed the first batch of documents you requested on 23 March 2013:

- The final evaluation report of the Water sector reform programme phase II;
- The signed financing agreement of the Water sector reform programme phase II, including the matrix with conditionalities and the different amounts linked to them;
- A presentation given by the EU Delegation on the programme during a Round Table Working Session of the DPG on 20 December 2011. Please note that the documents produced in the framework of the activities of the DPG are not the ownership of the European commission or other European institution.

The remaining batch of documents concerning Stakeholders and Civil Society Consultations, as well as documentation concerning Phase I are still being cleared in cooperation with the Egyptian authorities.
We are very sorry for the delay with which we were able to produce documents, but we trust that you will appreciate the sensitivity of the files and the current working environment in Egypt.

After more than four months of waiting, and repeated requests thus far only these documents have been disclosed,
-The Action Fiche the first phase of the Water Sector Budget Support Programme”,
- The final evaluation report of the Water sector reform programme phase II;
