European Council Documents On Ritual Abuse Occurring In Member States

Dear European Council,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- All the discussions, documents, memos, guidance and meetings where there has been discussions inside the the European Council about institutionalised child abuse cases from 2009 to 2019. These must include religious organisations; occult groups and/or those where children are abused in a ritualistic / religious situation. For clarification, the definition of ritual is a religious or solemn ceremony consisting of a series of actions performed according to a prescribed order. A ritual is a sequence of activities involving gestures, words, and objects, performed in a sequestered place, and performed according to set sequence. Rituals may be prescribed by the traditions of a community, including a religious community. In anthropology, rituals are actions with intentional symbolic meaning undertaken for a specific cultural purpose, such as a rite of passage from childhood to adulthood, and may reinforce broader community social bonds, as in a wedding.


- Documents and conclusions regarding any investigation that the European Council opened about child abuse; forced adoption; the production of indecent images of children and sales/trafficking of children.

I notice that former MEP Robert Kilroy-Silk on 14th July 2006 submitted a written question to the commission asking if they were: 1) proposing to coordinate action amongst members states to eradicate ritual abuse against children and 2) going to attempt to discover the extent of children being abused this way in member states. The reply he got from Franco Frattini on 19th September 2006 was that “the commission is aware of media reports on this issue, which does not fall within its responsibilities. Consequently it has no plans to investigate the situation in member states and does not propose to coordinate action among them.” Please can you provide me with any updates on this serious issue concerning children being abused in a ritualistic / religious situation now that it’s evident that many people within institutional / religious / occult organisations are affected by child sexual abuse. 



I would like to request any information that suggests that the European Council will be proposing to coordinate action amongst member states to eradicate institutionalised child sexual abuse in a ritualistic / religious situation. 

I would also like to request any information that suggests that the commission will attempt to discover the extent of children being abused in ritualistic / religious situations now that there’s clear evidence that this is happening in Europe.


There are numerous ongoing investigations and inquiries ongoing in member states into institutionalised child sexual abuse in a ritualistic / religious situation and it’s worrying that European bodies weren't willing to investigate or propose coordinate action in 2006. Please can you clarify the European Councils current position on this matter.
