European drone regulations for search and rescue

Dear European Aviation Safety Agency,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. What traffic regulations apply to the use of drones?
1.1 Are there any specific regulations in Lapland? What about Finnish Lapland?
2. What data protection and other special legal restrictions apply to the use of drones for search and rescue purposes?
3. Are changes to the legal situation currently in preparation, and if so, in what respects?
4. Are there any licenses required to operate drones? If yes, what are the specifics?
