Dear Mr Gaffney,

 

following your two requests related to the declassification of documents
with regard to UFOs, as called for in the [1]written declaration 0057/2010
of 16 June 2010, as tabled by Mr Borghezio, you have received responses
from two different services of Parliament, namely the Transparency Unit
and the Citizens' Enquiries Unit, which were both intended to assist you
in finding relevant information on Parliament's website. We understand
that, these responses notwithstanding, you have experienced difficulties
in finding the information or documents you were seeking.

 

In this context, we would like to clarify two points, on Mr Borghezio's
declaration and on Parliament's work:

 

1)      Mr Borghezio's written declaration, as governed by the relevant
[2]rules and if successful, would have resulted in a declaration by
Parliament on UFO declassification. However, even when successful, such
declarations cannot go beyond making an announcement or affirming a point
of view. This means that, even if Mr Borghezio's written declaration had
received the necessary support, its addressees, such as the Member States,
would not have been legally obliged to follow up. In the event, with only
44 signatures, Mr Borghezio's declaration 0057/2010 did not receive the
necessary support under the mentioned rules and was not adopted by
Parliament, but instead lapsed on 16. October 2010.

 

2)      Parliament normally works by debating proposals on a large range
of issues in committees or in plenary. These debates are conducted in
writing and orally and the resulting documents – written submissions,
amendments to proposals, oral statements – are always made publicly
available, including under the links you have received. Indeed, Parliament
does not produce classified documents. Similarly, data gathered by
Parliament's research services are published in the relevant studies (on
the ThinkTank [3]website).

 

Therefore, if you have been unable to find the kind of information and
documents you are interested in following the links you have received, it
is likely because the study of signs of complex life outside our solar
system, while of ongoing scientific concern, has not featured prominently
in Parliament's work, which is often focussed on broader regulatory
issues.

 

Please note that the Commission does occasionally deal with the subject,
i.e. [4]here. We would also like to draw your attention to the fact that,
independently of Mr Borghezio's declaration, Parliament would not possess
any documents that have been drawn up or declassified only by Member
States. Indeed, our service can only handle applications for specific
documents of the European Parliament.
