Dear Mr Harris,

I have the regret to inform you that this Directorate-General does not establish as a general rule any internal document consolidating the information you wish. However ECHO (and the Commission) publishes the same information on the public data base "Financial Transparency System" (FTS, http://ec.europa.eu/budget/fts/index_en....), where you will find detailed figures relative to the last five financial years.

Therefore I kindly invite you to consult the data base, which I hope will meet your needs.

Dear Humanitarian Aid and Civil Protection (ECHO),

I have asked many other EC departments for the same data, and many of them have replied positively.

I therefore don't find it credible that you do not have the data.

There might not be an 'existing document' with this information, but that is not to say the details do not exist.

If you reply and tell me you have not spent anything on external consultancy in the last five years, then that is another matter entirely.

Can you let me know whether you're willing to dig this information out? If not, I'd like my request to be forwarded for an internal review.

Yours faithfully,

Chris Harris

Dear Mr Harris,

As I indicated in my answer, DG ECHO doesn’t establish for its internal processes any formal document consolidating the information you requested. Therefore this Directorate-General is not able to provide you with one or more consolidated tables that would correspond to the description given in your application. In the specific case of DG ECHO, your request does concern access to information, which would have to be compiled and processed for this specific purpose, as you precisely demand in your last message.

Conversely, the same information, with the desired level of details, are publicly available via the Financial Transparency System, including fully breakdown of expenses. Therefore I would like again to invite you to consult firstly this data base. Subsequently DG ECHO would be glad to reply to any further, more specific request regarding its activities for the concerned years. Therefore, I suggest that you send us a new, more precise or targeted request for information, after having consulted FTS.

I would like to take the opportunity to wish you a Merry Christmas and a very Happy New Year!

Yours faithfully,

Dear Humanitarian Aid and Civil Protection (ECHO),

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Humanitarian Aid and Civil Protection (ECHO)'s handling of my FOI request 'External consultants spending'.

I don't consider the Financial Transparency System sufficient to answer my question.

Without an intimate knowledge of the workings of the directorate, it's impossible to know what payments are external consultancy and what are not.

A full history of my FOI request and all correspondence is available on the Internet at this address: http://www.asktheeu.org/en/request/exter...
