Food information to consumers - traffic-light labelling system discussions

Dear European Parliament,

Under the right of access to documents in the EU treaties, as
developed in Regulation 1049/2001, I am requesting the following documents:

- Minutes of meetings in which the European Parliament’s ENVI Committee discussed the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’ from January 30, 2008 to June 17, 2010, specifically those where a traffic-light or colour code labelling system was discussed or mentioned.

- All position papers presented to the Parliament rapporteur and shadow rapporteurs regarding the European Parliament’s discussions of the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’ from January 30, 2008 to June 17, 2010, specifically those that mention the traffic-light system.

- All voting recommendations received by Members of the European Parliament regarding the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’, making reference to a traffic-light or colour code labelling system, from January 30, 2008 to June 17, 2010.

- Amendments tabled by MEPs in the relevant committees to either add or remove references to the traffic-light system in the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers, including the name of the MEP tabling the amendment.

I’d like to thank you for your prompt response. The link you sent in your answer leading to the European Parliament’s Register of Documents was useful to find both the minutes of ENVI meetings and the amendments I was looking for, yet the register had no record of the other two kinds of documents I requested initially.

Therefore I’m requesting these again:

- All voting recommendations received by Members of the European Parliament regarding the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’, making reference to a traffic-light or colour code labelling system, from January 30, 2008 to June 17, 2010.

- All position papers presented to the Parliament rapporteur and shadow rapporteurs regarding the European Parliament’s discussions of the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’ from January 30, 2008 to June 17, 2010, specifically those that mention the traffic-light system.

after having forwarded your request below to  the secretariat of the
European Parliament's committee for Environment, Public Health and Food
Safety (ENVI) we received the following reply:

 

ENVI secretariat provided a copy of the voting recommendations by the
rapporteur for the 1st and 2nd readings the report (attached to this mail)
to the ENVI committee. In the two columns on the far right you can see the
rapporteur’s recommendations and how the committee voted.

Neither voting recommendations nor position papers from third parties
addressed to the rapporteur or her shadow rapporteurs (WILLMOTT Glenis
(S&D), GERBRANDY Gerben-Jan (ALDE), SCHLYTER Carl (Greens/EFA), LIOTARD
Kartika Tamara (GUE), STEVENSON Struan (ECR) and ROSSI Oreste (EFD)) are
present in the committee’s files.

Thank you very much for your response and for the document you forwarded me. Nevertheless I believe the attachments were incomplete. In your response you state that the ENVI secretariat had provided a copy of the voting recommendations by the rapporteur for the 1st and 2nd readings the report, yet in the email there is only one attachment, the voting recommendations for the 2nd reading.

- Could you please send me the voting recommendations for the 1st reading that you received from the ENVI secretariat?

Also, regarding the document you sent, there are some amendments that are not included.

- I would therefore like to request the voting recommendations regarding amendments 494, 495, 507, 509, 510, and 543, corresponding to the ‘Proposal for a Regulation of the European Parliament and of the Council on the provision of food information to consumers’. (Perhaps they were in the first attachment?)

Finally, regarding the voting recommendations and position papers from third parties received by rapporteur SOMMER Renate and her shadow rapporteurs (WILLMOTT Glenis, GERBRANDY Gerben-Jan, SCHLYTER Carl, LIOTARD Kartika Tamara, STEVENSON Struan, and ROSSI Oreste), I would like to kindly ask you to conduct the necessary consultations with the MEPs' offices, which is where the documents are likely to be held.

you may download the voting recommendations for the first reading of the
legislative procedure on Food information to consumers (2008/0028 (COD))
on the European Parliament’s website via this link:

available under this address until 15 December 2014. Please excuse me for
having forgotten the link in my last mail. As the document is quite large
I could not attach it to the mail. In the recommendations for the first
reading you will also find the amendments you mentioned in your request
(494, 495, 507, 509, 510 and 543).

 

As I have already informed you in my last mail (Ref.: A(2014) 15295)
voting recommendations or position papers from third parties addressed to
the rapporteur, Ms SOMMER (EPP) or the shadow rapporteurs (WILLMOTT Glenis
(S&D), GERBRANDY Gerben-Jan (ALDE), SCHLYTER Carl (Greens/EFA), LIOTARD
Kartika Tamara (GUE), STEVENSON Struan (ECR) and ROSSI Oreste (EFD)) are
not present in the ENVI committee’s dossier ENVI/7/04868. Regulation
1049/2001 does not apply to documents held by Members which have not been
tabled in accordance with Parliament’s [2]Rules of Procedure, as they are
not part of Parliament’s documentary resources.

 

You might, however, contact the Members concerned yourself or verify on
their resp. websites whether they have published the documents you are
interested in. You can find contact details for the Members on the
European Parliament’s website:
