List of attendences in a computer readable format

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

In the Public Register of Documents, you did publish under the document type "Finalised minutes - Plenary documents" the attendance list with the name "ATTENDANCE REGISTER"

Unfortunately, you stopped doing it after 2015-11-26 (document: P8_PV(2015)11-26(LP) )

Could you update the public register of documents to include them until this date or send them to me?

To clarify: they are more recent attendance list, but they are provisional.

Surely, you need less than a year to make a list of participant definitive, right?

Thanks for your quick reply, unfortunately, I don't think the note I added got added to the request: I am aware they are more provisional lists, but not finalised ones:

you have published as finalised document only 79 attendance lists (under "ATTENDANCE REGISTER"

and that's it. you rightly mention the provisional ones (32 "Minutes - Attendance List" and 122 "Provisional minutes - Attendance List", but they are provisional, and I wanted the finalised one

The last finalised attendance is dated 2015-11-26.

I'm not familiar for the speed of finalising these lists. Is this normal that it takes more than 2 years and a half to finalise them?

Or should I consider the provisional ones as finalised?

The attendance list (Liste de Présence) is published as an annex to the
Minutes but is not modified at any stage. The PV is provisional, not the
LP.

Any modification regarding the attendance must comply with the Rules of
Procedure or the Quaestors' Communication :

 

Rules of Procedure, Rule 148

Attendance of Members at sittings

2. The names of the Members recorded as being present in the attendance
register shall be indicated in the minutes of each sitting as "present".
The names of the Members excused by the President shall be indicated in
the minutes of each sitting as "excused".

 

A Member can be excused, as stated in  Quaestors' Communication No.
20/2014 (Excuse for absence at plenary sittings)

-  if the Member has been excused after a sitting from which he or she is
absent but within 3 months after that sitting, the Member shall be
recorded as "excused" only in the final minutes of that sitting.

 

Rules of Procedure, Rule 192

Minutes

5. The minutes shall be signed by the President and the Secretary-General
and preserved in the records of Parliament. They shall be published in the
Official Journal of the European Union.

 

If a member declares he or she was present, but no signature was recorded
on the attendance list, the attendance register will not be modified. In
that case the information will be published as an information item on the
Official Journal.

In any case, the minutes published on the EP website are not modified.

You can consider that the final official list is the one published in the
Official Journal (C, Information and Notices)

Thanks for the clarification!

So I should consider that "ATTENDANCE REGISTER", "Minutes - Attendance List" and "Provisional minutes - Attendance List" mean exactly the same thing, just with a different name?

This is something that makes it harder to use the EP as a source of opendata:
you do NOT use categories that are specific enough (eg the attendance are put together with the minutes and roll calls) so you need to use a "free form" text like the title that changed several time since the start of the term, so sorting the list to keep only what you need is error prone and can break at any time

And moreover, you need to not only take into account that the name of the document will change, but you need as well to look at different categories (minutes and provisional ones) to find them

I'd be happy to meet to clarify if you want suggestions on how to make your data more accessible.

Dear Mr Dutoit

 

The attendance register is the "physical" register : that's where the
Members have to sign (handwritten signature) at each sitting. They are
placed throughout the sitting on both sides of the entrance to the
Chamber.

The LP is a list containing  the names of the members who signed (present)
and of those who were excused by the President. This list is annexed to
the PV-PROV (it was also annexed to the final PV, but still the same
list).

The PV (prov or final) is a document summarising what happened during the
plenary session.

The RCV and the LP are annexed to the daily PV-PROV, as they contain
information about the presence of the members and the votes relating to
that particular day of the sitting. They are annexed to the PV-PROV as it
is published within hours of the end of the sitting.

We hope this helps clarifying the issue.

Which one is this? can the attendance list be modified or not? If it can be modified, my request is still open: you haven't published any finalised attendance list after 2015-11-26, only the temporary ones.
Could you publish or send me the finalised attendance list, from 2015-11-27 to 3 months ago, that would include all members that have been absent but excused after a sitting.

1) the EP does NOT publish finalised attendance list (after 2015), only provisional ones
2) that the official journal does publish the finalised attendance lists in a computer readable format?
I would appreciate if you could point me to an example of the later, I'm afraid I failed finding any.

1. The EP publishes the LP including the names of the MEPS having signed
the Attendance Register or having been excused and the procedure has not
changed after 2015. The only change is that the list is only annexed to
the PV-PROV instead of the PV-PROV and the PV.

You can check the lists, the content is the same : list of the names of
MEPS having signed + eventually MEPS excused and even "observateurs" like
in 2012.

2. The Official Journal is a competence of the Publication Office so
please contact them.

after 2015, you published them under the provisional minutes

What I do not understand is if the attendance lists published under the finalised minutes (pre 2015) do contain the MEPs that "have been excused after a sitting from which he or she is absent but within 3 months after that sitting, the Member shall be recorded as "excused" only in the final minutes of that sitting."

If they do contain the members that have been excused after the sitting, the procedure has changed, isn't it?

If they do not, they were published under the finalised minutes, but this seems to be a different definition of final minutes as the point in the rules and procedures you mentioned, isn't it?
