meeting between a commissioner and organisations not in the Transparency register

Dear European Parliament,

About 750 business men and women have taken over the plenary in EU capital today for the fifth European Parliament of Enterprises. They have talked about their needs and putting questions directly to EU trade chief Cecilia Malmström, Brexit chief negotiator Michel Barnier, Parliament President Antonio Tajani and others.

The European Commission under President Jean-Claude Juncker has made strong commitments to increased transparency. Since 1 December 2014 Commissioners, their Cabinets and Director-Generals publish their meetings and only meet with lobbyists registered in the EU Transparency Register.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I did try to find the participants' organisations in the transparency register but didn't find a lot of them, and the above list of the 736 participants is only those that did choose to make their presence public.

Assuming you did verify that the participants were registered in the transparency register, could you provide me the list of all the organisations with their identifier in the TR? For privacy reason, you can omit the name of the participant, just their organisation and identifier are enough.

If you didn't verify that the participants were registered in the transparency register, Could you provide me the documents exchanged between the parliament, the organisers and the commission to reach that conclusion that seems to be a direct violation of the commitment to increased transparency of Mr. Juncker?

Dear Mr Dutoit,

 

In reply to your application, Parliament informs you that 743 individuals
were registered with the security services in order to access Parliament’s
premises to attend the 2018 European Parliament of Enterprises (EPE)
event. When accessing Parliament buildings, participants to such events
must provide their name and ID but are not required to provide the name of
the organisation they represent.

 

Therefore the list held by Parliament in connection with the EPE event
contains only personal data of the individuals who needed a badge to
access the building. In consequence it cannot be made public and in any
case would not serve your purposes as stated in your application (“list of
all the organisations with their identifier in the TR”).

 

As regards the part of your application mentioning correspondence for the
organisation of the event, no specific documents have been identified
dealing with the matter of the registration of the participants.

 

In addition, the 2018 EPE was organised by Eurochambres in cooperation
with the European Parliament in the framework of the institutional
campaign for the European Elections 2019. The initiative is seen as an
event to encourage SMEs to have their voice heard, not as a lobby effort.

 

Given the European dimension of the initiative, the President granted the
event the European Parliament patronage. In this respect, the organisation
Eurochambres is registered in the Transparency Register:
