Dear Ms Vaughan,

 

Parliament has registered, on 28 October 2020, two applications, under
Regulation (EC) No 1049/2001, for public access to documents related to
the meetings of Members of the European Parliament (MEPs) with interest
representatives.

 

Initially, Parliament would like to inform you that Regulation (EC) No
1049/2001

in accordance with Article 2(3) thereof, only applies to documents held by
an institution, that is to say, documents drawn up or received by it and
in its possession. Furthermore, in accordance with Rule 122(2) of the
Rules of Procedure of the European Parliament
([2]https://www.europarl.europa.eu/doceo/doc...),
documents drawn up by individual MEPs are Parliament documents for the
purposes of access to documents only if they are tabled in accordance with
those Rules. This means that any documents related to the private meetings
of MEPs, such as those you have indicated in your applications, that are
held by MEPs (and not by Parliament) do not fall within the scope of
Regulation (EC) No 1049/2001. Therefore, Parliament is not in a position
to provide public access to such documents.

 

Parliament does, however, hold limited information provided by the MEPs
with regard to the meetings you have listed in your applications, which is
also published on Parliament's website, namely meetings between:
