Meeting contents related to the developments in Mozambique
Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
I am writing to request information under the provisions of the EU’s regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents.
Please provide me with the following information:
1.- All briefings, minutes of meetings and correspondence -both analogic and digital-, since March 1st 2020, between the former EU Ambassador to Rwanda, Nicola Bellomo, and/or the current EU Ambassador to Rwanda, Belen Calvo Uyarra, and/or the former EU Ambassador to Mozambique, António-Sanchez Gaspar, and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the Mozambique LNG Project and/or the Islamic State terrorist threat in Mozambique were discussed, and/or “Crystal Ventures Ltd.” was mentioned.

2.- All briefings, minutes of meetings and correspondence -both analogic and digital- since March 1st 2021, between the former French Ambassador to Mozambique, David Izzo and/or the former French Ambassador to Mozambique, Bruno Clerc, and/or the former French minister for Ecological Transition, Barbara Pompili, and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the Mozambique LNG Project and/or the Islamic State terrorist threat in Mozambique were discussed.
3.- All briefings, minutes of meetings and correspondence -both analogic and digital- since March 1st 2021, between the former Portuguese Ambassador to Mozambique, António Costa Moura and/or the Portuguese minister for the Environment and Climate Action, Joao Pedro Matos Fernandes, and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, and/or his deputy head of cabinet, Mathieu Briens, and/or his senior advisor, Anne Bergenfelt, and or his cabinet expert Maud Arnould in which the Rovuma Basin LNG Projects and/or the Islamic State terrorist threat in Mozambique were discussed.
I would appreciate if you could provide the requested information in electronic format, if possible.
Also, I would like to clarify that I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
In the event that my request is denied, please explain the denial or all deletions of the regulations that refer to specific exemptions. Also, I expect the partial release of documents in case of partial exemption, according to Article 4.6.
I reserve my right to appeal.
Please, confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.

I am filing the following confirmatory application with regards to my access to documents request 'Meeting contents related to the developments in Mozambique'.
I consider that the negative received to disclosing the totality of a document initially unrequested —Briefing book for the visit to Mozambique of the EU High Representative for Foreign Affairs and Security Policy / Vice President of the European Commission (HR/VP) on 8-9 September 2022 (final version of 07/09/2022) (document 1)— deviates from the focus of my request, which was the communications between several public officials and EU public representatives.
I would sincerely appreciate you did a second and more thorough research into the correspondence maintained between the EEAS cabinet and officials regarding "LNG" developments in "Mozambique" and "Rwanda" implications in it through the company "Macefield Ventures"; these words between quotation marks becoming keywords.
