Meetings on non-party stakeholder participation in unfccc

Dear Climate Action,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- a list of all lobby meetings in the past two years that DG Climate Action has held on the topic of non-party stakeholder participation at the UNFCCC

- the minutes of all lobby meetings in the past two years that DG Climate Action has held on the topic of non-party stakeholder participation at the UNFCCC

- all correspondence from the past two years between DG Climate Action and lobbyists on the topic of non-party stakeholder participation at the UNFCCC

Dear Climate Action,

Please confirm whether this means there have been no meetings between DG Climate Action and stakeholder (lobbyists from business or civil society) on non-party stakeholder participation in the UNFCCC climate talks.

If there is no document that lists these meetings, please would you be able to create one, as many other DGs do, including the date, subject, and who was attending.

If there have been meetings, please can you revisit the second part of my request, which asks for minutes of meetings.

And please can you confirm that there has been no correspondence on the topic between DG Climate Action and stakeholders on the topic of participation in the UNFCCC.

Meetings have taken place on 5/12/17 with SLOCAT and on 1/2/18 with Climate Without Borders.

The request to create a new document containing the information you stipulate below falls outside the framework of Regulation No 1049/2001.

Our Director General has responded to the your application as a whole, and this response remains unchanged. As indicated in this response, you may submit a confirmatory application to the Secretariat General of the European Commission.

Dear Mr Sabido,

These two meetings took place within the timeframe that was covered by your request for access to documents handled under reference GestDem 2018/1340. As our Director General explained in his reply dated 24 April, we do not hold documents that would fall within the scope of that initial request. This applies to the two meetings that we have mentioned in our response to your information request of 24 April, they have not been documented in writing.

Under these circumstances, it does not seem meaningful to register your email dated 21 May as a new request for access to documents, as you had already requested the same documents with your application handled under GestDem 2018/1340.
