Meetings with Dutch authorities on ‘nutriënt-verontreinigde gebieden’
Dear Agriculture and Rural Development,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and Regulation 1367/2006, I am requesting the following information:
All documents from 2023 – including but not limited to (draft versions of) minutes, (hand-written) notes, audio recordings, verbatim reports, operational conclusions, briefings, e-mails, attachments, letters, text messages, phone call notes, (powerpoint) presentations – related to the designation of the so called ‘Nutriënt-verontreinigde gebieden’ (also called ‘NV-gebieden’).
Context: Dutch authorities requested at least four technical meetings on this topic with the Commission in June, July, September and October 2023. On the 5th of December 2023 Piet Adema, Dutch Ministry of Agriculture, informed Dutch Parliament about the NV-gebieden (https://www.rijksoverheid.nl/documenten/...).
Since the information might at least partly also concern "activities affecting or likely to affect" the "state of the elements of the environment", I believe Regulation 1367/2006 applies.
Should you encounter any difficulties in interpreting or processing my request, I am ready to discuss ways to clarify or amend it to keep the effort required on your part to the necessary minimum.
Please send me an acknowledgement of receipt for this request, as foreseen by Article 7 (1) of Regulation 1049/2001. I would appreciate it if you could send a list of documents that correspond to my request. Please note I prefer to receive the documents in digital format, not by physical mail. I also kindly request you make and digital files searchable using OCR.

As I said in an earlier message, I am sincerely wondering whether these are all the documents you hold. You replied to me that you would run an additional research for the documents related to Mr Samson’s meeting on 25.01.2023. I do not actually know whether this meeting was with Mr Samson, because the names of those present have been redacted. There might be a misunderstanding, because I named Mr Samson not because I knew of this meeting on 25.01.2023, but because he met with LTO representatives to discuss this subject, I heard from a source within LTO. I do not know the date, although presumably it was sometime in the autumn of 2023. Because you missed this meeting, I am also worried you have missed other meetings between DG Clima and LTO.

After running an additional research in our archives, I can confirm that:
• Regarding Mr Visek’s meeting on 25.01.2023 with LTO about “transition
towards sustainable food systems”, the only document saved is
registered under Are(2023)1215993, which we already provided you;
• We broaden the timeframe of your request, including also documents
from end 2022, and attached you can find an additional relevant
document – Ares(2022)7733092;
• We couldn’t find any new document concerning Mr Samson for the topic
you requested.
