Thank you for indicating to me the published minutes with the names of the chairs of the Committee on Consumer Protection and Financial Innovation, the IT and Data Committee, the InsurTech Task Force and the Review Panel, as well the two members and two substitutes of the Mediation panel.

In your response you invite me to provide you “with arguments showing the need of having” the names of the rest of the members of EIOPA working groups you regard as “personal data”, as well as showing “the absence of adverse effects to the legitimate rights of the persons whose personal data should be disclosed”.

In the framework of my PhD thesis, I’m trying to count public officials conducting work for EU institutions and authorities on financial regulation, including national authorities’ agents doing work for the European Financial Supervision Authorities without being counted in EIOPA’s staff numbers (93). This is why I need to know the membership of EIOPA’s working groups and specifically those coming from national authorities.

With the nine names included in published minutes you indicated to me, I can see those nine agents doing work in five different EIOPA working groups are employed by the Austrian, Dutch, German, Polish, Italian, Spanish, Hungarian and Greek national authorities.

But – for the purpose of my research – I need to know if there are any other members of the five fore-mentioned working groups coming from national authorities (in the sense of being their employees). In the published minutes of EIOPA’s Board of Supervisors Meeting of 10-11 April 2018, I can also see the members and chairs of three more working groups - the Supervisory Steering Committee (SSC), the Risks & Financial Stability Committee (RFSC) and the Policy Steering Committee (PSC) - have been elected, but I can’t see their names or the names of their employers.

Advancing academic knowledge – and through it public knowledge - of the functioning of the EU is “a task carried out in the public interest”. Knowing how many public officials are engaged in securing adequate regulation of the EU’s financial markets is part of such knowledge.

I do not intend to publish the names of these officials in my thesis. I just need to know how many officials from national authorities participate in EIOPA’s working groups. Consequently, there can’t be any “adverse effects to the legitimate rights of the persons whose personal data should be disclosed”. I can engage not to publish these names anywhere and I accept receiving a response by email ([email address]) and not through the AskTheEU platform.

If you consider it necessary you can also blank the names of the remaining EIOPA working group members and send me the names of their employers only.

Nonetheless, I would like to stress these are public officials and not private sector representatives as in the Bavarian Lager court case you referred to.
