In reply to your question, please find the following information:
As the 23d December in fact was a normal working day and it was decided only at a late stage to give civil servants that day off, a number of MEPs had already made arrangements they could not or would not change, such as work-related appointments in Brussels or continuing to work in their offices. Others may have found it impossible to change their travel arrangements and change tickets to a day earlier. For such reasons, these MEPs stayed on in Brussels and needed to have their expenses for accommodation etc. reimbursed and thus needed to attest their presence by signing the register.
The names of MEPs signing into the central register are never made public as the European Parliament takes the view that this might impinge on the free exercise of Member's mandate.
