Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Currently, as a European Union Jean Monnet Scholar, I am pursuing a master’s degree (MSc) in International Politics at Trinity College Dublin in Ireland. My dissertation is about the EU's bargaining power in trade agreements negotiations. I conduct a case study as a methodology which is about comparative studies between South Korea FTA and CETA.

However, I could not find a joint committee, specialized committees, and dialogues meeting documents of South Korea FTA on your website. These are very crucial for me since these are part of my research data.

Could you please send me or upload those documents to your website? Especially the documents which were about the negotiation process before 2011.

I am still waiting for your response. Since the requested documents are important for my dissertation which is due on the 10th of August, I am desperately waiting for your response.
In your last email on the 9th of July, it is stated that the services are identifying all relevant documents and are submitting them to individual assessments. However, since then I have not received any update. I need reports of rounds of both South Korea FTA and CETA issued by the Commission for my study but my request is long overdue.

However, we would like to emphasize that the scope of your request has substantially changed thanks to the clarification process lasting from 29 May 2020 (the date of the submission of your first request) and until 29 June 2020 when you provided final explanations which helped us to establish what are the documents in your interests.

I am still waiting for your reply. It has been more than a month when I clarified my request. Also, I underlined several times that I need these documents for my dissertation which is due the 10th of August. Response to my request is already long overdue. I sent a reply to your last message but did not receive any reply to that (Also I did not see my message on this page although I sent it.) I am filing the following confirmatory application with regards to my access to documents request '"Minutes and negotiating reports related to The EU and South Korea FTA"'.

My first application was on 29 May 2020. On 29 June 2020, we agreed on the documents that I requested after the clarification process. Since then my request has never been replied. From time to time (17 July, 20 July, 3 August), I reminded my request and added that the documents were needed for my dissertation which was due on the 10th of August. However, the only reply that I received was on the 17th of July stated that "The process of the identification and individual assessment of the documents is quite complex and involves numerous consultations with all the services involved in the drafting". Since then, although I demanded an update regarding the process on the 3rd of August, I did not get any response.

I requested reports of rounds of both South Korea FTA and CETA, issued by the Commission. On your website, you have already made public similar documents for different agreements e.g. EU-Australia and EU-Japan trade agreements. Moreover, I have been waiting for 49 days. Under the Regulation 1049/2001 on Access to EU Document, you should have responded to me in 15 days. Although I reminded you that 3 times, you have not responded. This administrative silence was a disrespectful attitude since I needed those documents for my dissertation and also abuse of the right to ask the EU documents. Thanks to your silence, I submitted my dissertation without crucial data. That is why I want to make an appeal.
