Dear Mr Kumar,

Please find hereafter the link to two Parliament documents regarding an
unofficial visit to Kashmir by MEPs in their personal capacity : the
parliamentary question E-000290/2020 and the written answer given by High
Representative Borrell
[1]https://www.europarl.europa.eu/doceo/doc....

Parliament would like to inform you that it was not involved in the
organisation of this initiative, taken by the private NGO WESTT. The Chair
of Parliament's Delegation for Relations with India was invited by the
organiser (Ms Madi Sharma), but he refused to participate.

It is useful to remind that MEPs are free (Rule 2 of the European
Parliament Rules of Procedure
[2]https://www.europarl.europa.eu/RegData/r...)
to conduct their political activities on issues of their interest, holding
informal exchanges of views with the civil society.

However, Parliament's services do not have access to documents of
individual MEPs; such documents are not registered nor archived in
Parliament's databases and it is not possible for Parliament to supply any
evidence on them. (Please see Article 122§2 of the Parliament's Rules of
Procedure : "For the purposes of access to documents, the term 'Parliament
documents' means any content within the meaning of Article 3(a) of
Regulation (EC) No 1049/2001 which has been drawn up or received by
officers of Parliament within the meaning of Title I, Chapter 2, of these
Rules, by Parliament's governing bodies, committees or interparliamentary
delegations, or by Parliament's Secretariat. Documents drawn up by
individual Members or political groups are Parliament documents for the
purposes of access to documents if they are tabled under the Rules of
Procedure"

The official parliamentary work of MEPs –tabled under Parliament's Rules
of Procedures- is published in Parliament's webpages of PLENARY
[3]https://www.europarl.europa.eu/plenary/e... or PUBLIC REGISTER
[4]https://www.europarl.europa.eu/RegistreW... as well as
in the webpages, dedicated to each MEP
[5]https://www.europarl.europa.eu/meps/en/h... .

Information regarding the activities of Parliament’s Delegation for
Relations with India is to be found in the following links:

- [6]https://www.europarl.europa.eu/delegatio...

-
[7]https://www.europarl.europa.eu/delegatio...

On this basis, Parliament considers your request answered and the file
closed.

Please do not hesitate to come back to us, should you have a new request
for specific Parliament documents.
