Dear Mr Pieters,

We have received your request for access to documents under Regulation
(EC) No 1049/2001 of the European Parliament and of the Council of 30 May
2001 regarding public access to European Parliament, Council and
Commission documents. This regulation, though, is concerned with documents
held by an institution (see article 2 (3) of the regulation). In
accordance with article 5 of regulation 1049/2001, a Member States which
receives a request for a document originating from an institution, may
refer the request to the said institution. Because of the broad and
