Dear Competition (COMP),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1) The Confidential Programme Letter between the NTMA/NAMA (or the Department of Finance) and 'International Authorities', which I believe includes the Commission.

2) Any restructuring plans relating to the loan and deposit books of Anglo Irish Bank and Irish Nationwide Building Society. This includes plans for the transfer of those books to other banks.

3) Any communication with the NTMA, NAMA, the Irish Department of Finance or Anglo Irish Bank that refers in part or in whole to Regulation 2003/4/EC, Freedom of Information generally (including the Irish Act of that name), Irish Statutory Instrument 133/2007, or Regulation 1049/2001.

Regarding the "confidential programme letter" referred in your email, we
will transmit this request to the Irish authorities.

As for the restructuring plan, we can send you the Anglo/INBS plan
submitted to the European Commission on 31 January 2011, subject to a
number of redactions by the Irish authorities.
