Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. The programme of the president of colombia's visit
to the European parliament in November 2014 including the list of
people accompanying the president in his delegation.

2. The programme of the prime minister of poland's visit
to the European parliament in October 2014 including the list of
people accompanying the prime minister in her delegation.

3. The programme of the prime minister of vietnam's visit
to the European parliament in October 2014 including the list of
people accompanying the prime minister in his delegation.

4. The programme of the president of ukraine visit
to the European parliament in August 2014 including the list of
people accompanying the president in his delegation.

Moreover, Parliament herewith informs you that no other documents could be
identified which would fall under the scope of your request except for the
following:

- Program of the visit of the President of Colombia

- List of delegation of the Meeting with the Prime Minister of Poland

- List of accompanying staff members concerning the visit of the Prime
Minster of Vietnam

- List of participants of the Working visit of the President of Ukraine

 

Regarding these documents we wish to inform you that they contain personal
data, in the sense of Regulation (EC) No 45/2001, relating notably to
staff members which was collected for security purposes and during checks
at the entrances to buildings. According to established case law of the
Court of Justice, where a request of access to documents under Regulation
(EC) No 1049/2001 seeks to obtain access to personal data, the recipient
would have to demonstrate "the necessity of having the data transferred".

 

As your request lacks any such demonstration, Parliament herewith
encloses, as an interim measure, an expunged version of the program. As
regards the lists of accompanying staff members, at this stage no transfer
is possible in the light of the aforementioned case law, as these latter
documents would lack any relevant information if the personal data
contained therein were expunged. This measure does not foreclose any
formal decision to be taken by Parliament in the light of possible new
elements forwarded by you, pursuant to Article 6(2) of Regulation No
1049/2001, as regards the "necessity" of the data transfer.

In the absence of any further information from your side, by 17 December
2014, as regards the alleged necessity of having the personal data
transferred, Parliament will consider that the documents forwarded to you
satisfy your request and that the personal data concerned does not fall
within the scope of your request. The file will then be closed.

Dear European Parliament,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of European Parliament's handling of my FOI request 'Official visits'.

I believe that there is no reason to refuse information on the list of participants or delegations when this has been granted to me on the several earlier requests i have made. below are links to the other foi requests i have made with the exact same question.
could you please explain why the eu parliament did not make an issue of personal data in my previous requests that were granted in full ? i believe this information should be granted as per my previous requests.

access to documents.

 

On the basis of the arguments you have provided the European Parliament, a
formal decision regarding your request for access to the European
Parliament’s lists of participants to four working visits is about to be
adopted.

 

With a view to permitting Parliament to duly notify this decision to you, 
you are kindly invited to provide us with your postal address, in 
accordance with Article 8(3) of the Bureau Decision of 28 November 2001
(OJ C 216, 22.7.2011, p. 19).

 

Indeed, notification by registered letter is required in order to ensure
legal certainty as regards due notification of Parliament's decision 
pursuant to Article 297(2) of the Treaty on the Functioning of the
European Union.

 

Until reception of this information, Parliament is not in a position to 
further process your request, as such processing requires your due
collaboration.
