Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001,
We are requesting documents in relation to the implementation of the Agreement Establishing the European Union Emergency Trust Fund for Stability and Addressing Root Causes of Irregular Migration and Displaced Persons in Africa, and its Internal Rules (hereinafter the Constitutive Agreement).
Article 6.6.1 of the Agreement states that actions to be financed by the Trust Fund must receive the prior approval of the Operational Committee if they are above EUR 10 million.
Article 6.6.4 of the Agreement states each proposed action by the Manager to the Operational Committee shall be described in a short document (‘Action Fiche’) containing key information, such as the implementation modalities, schedule, estimated budget, etc. The Managers shall present these Action Fiches at meetings of the Operational Committee.
Based on the above considerations we are requesting:
1. Any documents shared by the Manager with the Operational Committee for the purpose of - or in preparation for – approving the project T05-EUTF-SAH-REG-04 GAR-SI SAHEL (Groupes d’Action Rapides – Surveillance et Intervention au Sahel), as well as any documents amending the originals.
2. Any documents produced by the Operational Committee for the purpose of approving the project T05-EUTF-SAH-REG-04 (Groupes d’Action Rapides – Surveillance et Intervention au Sahel), including but not limited to the approval decision of the project, any agreement signed by the Operational Committee, any agreement signed between the EU and the project's implementing partners - including FIIAPP - and any minutes of the meetings of the Operational Committee.
