Operational grants and grants for action/actions ILGA

Dear Secretariat General (SG),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1. List of Operational grants awarded by European Commission to ILGA organization (all operational grants recorded or not yet recorded in the EC relevant system). Information ref. value, date, duration, description of action, other related info.

2. List of Grants for action/actions awarded by European Commission to DIHR / IMR organization (all grants for action/actions recorded or not yet recorded in the EC relevant system). Information ref. value, date, duration, description of action, other related info.

3. Awarding decisions for operational grants and grants for actions in respect of the last 3 years.
I do not seek access to personal data; private issues to be deleted.

I tried to retrieve the necessary information from EC system.
Would it be possible to tell me if DIHR activates under different names/LE numbers, i.e DIHR or Dansk center....or other?
I cannot retrieve grants ref DIHR. I would appreciate a lot a list with all those grants, Thanks

Dear Secretariat General (SG), Dear Ms Madeleine BLURIOT-PUEBLA,

I tried to retrieve the necessary information but the system retrieved only a few contracts. According to EC information disclosed in asktheeu there are much more. Would be possible to transmit a complete list of grants for action and operational grants awarded to DIHR by all relevant EC departments? If not possible, please indicate the keys for DIHR (VAT registration number or legal identification number). I would prefer a list. Many thanks.

Dear Sir,

I suggest that in order to ultimately obtain the documents about ILGA you are requesting the money trail be followed. The idea is that every single payment to ILGA is recorded in the DG BUDGET financial systems.

The SG referred you to the DG BUDGET Financial Transparency System - FTS, in which for each contract/grant/action the yearly payments to legal persons - coordinator of the contract/grant/action - are disclosed as an aggregate sum.

Searching the FTS is straightforward, especially if the VAT number is known. However, if ILGA were a subcontractor of another company, payments to ILGA will not show up in FTS.

The internal systems of DG BUDGET have much more information about payments. It is certain that if ILGA was a full consortium member in a contract/grant/action, then all payments to that consortium are in the internal DG BUDGET systems.

A request for documents to DG BUDGET about records of payments where ILGA was/is a consortium member would probably yield useful records (i.e. documents) for identifying the corresponding contracts/grants. Then, having identified reference numbers for contracts/grants, a second application would release the contracts/grants.

One may also request a copy of the invoices of ILGA. It is probable that the sums will be withheld by relying on the protection of commercial interests (article 4.2 firsts indent).
