Disease Prevention and Control (ECDC) hereby acknowledges receipt of your

Please find below the responses to your questions.

 

1) What measures your organisation has to investigate viral outbreaks
within the EU?

EC Regulation No 851/2004 establishing a European centre for disease
prevention and control

and the Decision 1082/2013/EU on serious cross-border threats to health
([2]http://ec.europa.eu/health/preparedness_...)
provide the legal basis for ECDC to act.  In particular, regarding the 
later, Articles 10 on public health risk assessment and 11 on the
coordination of response.

 

At an operational level, ECDC has developed guidance for the processes to
facilitate both the public health risk assessment and the coordination of
response. Both the Response guiding principles and the Director’s decision
on the terms of reference for ECDC staff assignments in support of the
response to an outbreak are attached.

 

2) Which organisation your body reports to in the events of a viral
outbreak?

 

ECDC provides public health risk assessments to the European Commission
when requested according Decision 1082/2013/EU Article 10. The European
Commission then share the public health risk assessment with the Health
Security Committee via email and the National Focal Points for threat
detection through the Early Warning and Response System (EWRS). The public
health risk assessment is then published on ECDC’s website 24 hours later.
ECDC also prepares an annual report on threats to the European Parliament.

 

3) What your organisation would define as a viral outbreak?

The scope of ECDC outbreak response is not limited to viruses and is set
out in Decision 1082/2013/EU Article 1. It includes for example
antimicrobial resistance, biological agents, threats of a chemical or
biological agents, as well as viruses. The definition of a so-called
“Emergency situation” on serious cross-border threats to health is set in
Decision 1082/2013/EU Article 12.

 

4) What bodies report to you to discuss viral outbreaks?

According to Decision 1082/2013/EU Article 9 and relating therefore to
serious cross-border threats to health, the national competent authorities
or the Commission shall notify an alert in the EWRS. In addition, the
national competent authority may voluntarily report to ECDC national
outbreaks through the Epidemic Intelligence Information System (EPIS)
network.
