Outcomes for ERC Starting Grants on resubmission for the different panels

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The evaluation for ERC Starting Grants that had been A-rated in the first stage of an application in one year and / or A-rated in the interview stage but not funded - and then were resubmitted in the following year. How many of those resubmissions were funded, received an A in interview stage but not funded, received an A in first evaluation stage (but not at interview), received a B in first evaluation stage, received a C in first evaluation stage?

We refer to you email of 12/13/18 in which you are requesting certain documents and referring to Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (Regulation 1049/2001).

We would like to take the opportunity to clarify the nature of your request in order for us to be able to decide the applicable procedure.

We have analysed your request and it is our understanding that you would like to receive documents, which contain the following information concerning ERC Starting Grant proposals that received an A score at Step 1 of the evaluation and / or received an A score at Step 2 of the evaluation (after the interview) but were not funded and were therefore resubmitted in the following year:

• The number of those proposals that were finally funded
• The number of those proposals that were retained at Step 1 of the evaluation but not at Step 2 (interviews)
• The number of those proposals that received a B score at Step 1 of the evaluation
• The number of those proposals that received a C score at Step 1 of the evaluation

Following the above, it appears that you are requesting access to documents that contain specific aggregated statistical information. Please note that Regulation 1049/2001 applies only to requests for access to existing documents, i.e. “any content whatever its medium (written on paper or stored in electronic form or as a sound, visual or audio-visual recording) concerning a matter relating to the policies, activities and decisions falling within the institution's sphere of responsibility” (Article 3 of Regulation 1049/2001). If the request relates to information which is not contained in documents, and if replying would involve compiling information from a number of different documents, it should be considered as a request for information to be processed in accordance with the Code of Good Administrative Behaviour.

We have conducted a search in our files and concluded that the information you request is not readily available in a document but needs to be compiled from several sources.

In light of the above, we will treat your request as access to information in compliance with the Code of Good Administrative Behaviour.

Dear European Research Council Executive Agency,

thanks for providing some information; however, I cannot understand your answer, I am afraid.
According to your initial message, there were the following four outcomes for year 2:
• The number of those proposals that were finally funded
• The number of those proposals that were retained at Step 1 of the evaluation but not at Step 2 (interviews)
• The number of those proposals that received a B score at Step 1 of the evaluation
• The number of those proposals that received a C score at Step 1 of the evaluation
However, the table submitted has 7 numeric columns, corresponding to more than the 4 above. So what do they stand for? The table header is not clear either - what is "Non-funded A B step2 step1 1", for example?

Also, the question was about reappplying to the Starter Grant, not to any major ERC grant .

Could you please clarify? Thanks!

Dear Ms Huebner,

Our reply of January 14 to your request for information contained a table
with the requested statistical data in a clean format. We have noticed
that this table unfortunately does not show up on the asktheeu.org
website, hence data is presented in a way that makes it indeed very
difficult to read. We attach the table to this message (Table A), hoping
that this time  it will appear in the correct format.

Concerning your claim that your question was about re-applying to the
Starting Grant and not to any major ERC grant, please note that having
reviewed our correspondence, we consider that this point was not specified
in your request. We have therefore treated it as a new request for
information to be processed in accordance with the Code of Good
Administrative Behaviour.

Table B in the attachment contains the requested data for Starting Grant
applicants that received score A and were not funded in years 2013-2017,
and re-applied in the following year in the Starting Grant call.

If you do not receive the attachment or the tables do not appear in a
legible format, we advise that you contact the platform that you use for
our correspondence to solve the IT issue or contact the ERCEA at

we will send you the tables directly.
