Own Resources: Data for calculating Plastics Tax national contributions

Dear Budget,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Regarding the necessary Council Decision on the system of Own Resources that will need to be adopted in order to implement a "Plastics Tax" by January 2021, I would like to acquire more information on the calculation method that will be employed for determining Member state national contributions.

- Using what methods or database would the European Commission collect the information on the weight of plastic packaging waste generated and not recycled in a Member State? (For example: Using the Eurostat database or acquiring the information from plastic packaging suppliers)

- Using what years’ data will each Member State be required to pay the contribution based on plastic packaging not recycled? For example, if the levy is calculated using the Eurostat database, the available information dates back to 2017. Would that mean that each Member State would contribute a rate calculated based on the amount of non-recycling plastic packaging generated three years prior? Or would the current amount of non-recycling plastic packaging generated be approximated? If so how would that be done?

- Referencing section 4.1.1, page 11, of the Guidance for the compilation and reporting of data on packaging and packaging waste according to decision 2005/270/EC (version of 20 May 2020), when written “composite packaging and other packaging composed of more than one material shall be calculated and reported per material contained in the packaging”, using what methods will the different materials composing the packaging be differentiated?
