Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- A list of which member states have notified by 1 November 2018 the European Commission on the implementation of the provisions on penalties, as required by article 52 of Regulation (EU) 2016/1012 of 8 June 2016 on zootechnical and genealogical conditions for the breeding, trade in and entry into the Union of purebred breeding animals, hybrid breeding pigs and the germinal products thereof
- The content of all member states' notifications of the provisions on penalties, as required by article 52 of Regulation (EU) 2016/1012
- The content of any communication between the European Commission and member states about the provisions on penalties from article 52 of Regulation (EU) 2016/1012
-The list of the websites referred to in point (c) of paragraph 2 of article 39 (Designation of competent authorities)

Dear Madam, Sir,

Thank you for your message of having registered my access to documents request under reference number GestDem 2018/5926. However, I find it unacceptable that the email I sent on 5 November has only been registered on 12 November - a full working week later. This has consequences for the 15 working days response time, and I do not think it is fair to start counting from the moment of registration when that moment is already 5 working days after submission. I would appreciate it if DG AGRI would commit to a response deadline of 15 working days counting from 5 November.

Dear Mr Teffer,

Thank you for your message regarding the registration of your request for access to documents on the application of Regulation (EU) 2016/1012 of 8 June 2016 on zootechnical and genealogical conditions for the breeding, trade in and entry into the Union of purebred breeding animals, hybrid breeding pigs and the germinal products thereof.

The delay in registering your request is due to the fact that your request had to be reassigned to a different DG.

Your request had initially been sent to DG AGRI. However, Regulation (EU) 2016/1012 does not fall under the remit of DG AGRI. It was then decided to reassign your request to the competent DG (in this case DG SANTE), which explains the delay.

It was DG SANTE that registered your request and sent you the acknowledgement of receipt on 12 November 2018.
