Proposal to set up a Subcommittee on Public Health
Dear Madam, Sir,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documents related to the Proposal to set up a Subcommittee on Public Health.
The minutes of the Conference of Presidents meeting of 8 February 2023 state that the CoP "without debate - took note of a draft European Parliament decision on the setting-up of a subcommittee on public health (PE 742.233/CPG); endorsed the draft decision to set up a subcommittee on public health and forwarded it to plenary"
My request thus includes the draft European Parliament decision on the setting-up of a subcommittee on public health (PE 742.233/CPG), but also any other documents related to the drafting of the draft decision. It is unlikely that such a draft decision simply emerges out of thin air, so there must have been some earlier proposal or discussion on the idea.
I am of course available to clarify my request further if needed.

I am filing the following confirmatory application with regards to my access to documents request on the Proposal to set up a Subcommittee on Public Health, registered under number 2023-3327.
In the initial reply, Parliament says that it has identified two documents, namely the draft decision and "the extract of the CoP technical notes".
I would like Parliament to check again whether all documents have been properly identified. This is because I had expected Parliament would have held more documents detailing how the draft proposal to set up the subcommittee came about.
The second released document includes the following text: "At its meeting on 18 January 2023, the Conference of Presidents agreed that a proposal for the establishment of a standing subcommittee on public health should be considered at a subsequent meeting."
The minutes of that meeting (PV CPG 18.01.2023 PE 741.033/CPG, PE-9/CPG/PV/2023-02) state: "..heard Mr WEBER, Chair of the EPP Group, propose that, in conjunction with the extension of the terms of office of the COVI, PEGA and ING2 Committees, Annex VI of Parliament’s Rules of Procedure be amended to create a subcommittee on public health within the Committee on the Environment, Public Health and Food Safety (ENVI)".
One would expect that there would be documents related to the proposal by Mr Weber, like a letter or presentation. Therefore I would like to ask Parliament to come back to me after a renewed search.

Thank you for your request to clarify. However, I must make a procedural point. In the request registered under reference 2023-3327, specified my request included "also any other documents related to the drafting of the draft decision".
You are asking me to confirm that I am "now seeking public access to documents relating to the proposal by Mr Weber for the creation of said subcommittee, mentioned in the CoP meeting minutes of 18 January 2023".
But this is not a new request. Any documents relating to the proposal by Mr Weber for the creation of said subcommittee, should also have been covered by my request for "any other documents related to the drafting of the draft decision".
This is why I filed for a confirmatory application, as I believed that in the initial reply not all requested documents had been properly identified.
Nevertheless, since you already registered it as a new request with reference 2023-3425, I can accept the Parliament treating my appeal as a new request.
And yes, I confirm that I am thus asking (as I had already been in the request filed on 29 September) for documents relating to the proposal by Mr Weber for the creation of said subcommittee, mentioned in the CoP meeting minutes of 18 January 2023.

minutes only refers to a comment made by Mr Weber, noted in the minutes.
There are no other relevant documents, nor are there any verbatim records
of his comment. The minutes document itself is the record.
Please note that Parliament is not in possession of any documents drawn up
or held by Members, if these documents were drawn up without the
involvement of Parliament’s administration. Indeed, Parliament’s
administration has no access to Members’ private offices (see also
paragraph 2 of [3]Rule 122 of Parliament’s Rules of Procedure).
Therefore, documents relating to the creation of said subcommittee drawn
up or held by Mr Weber as an MEP and that were drawn up without the
involvement of Parliament’s administration, are not Parliament documents
within the meaning of paragraph 2 of Rule 122 of Rules of Procedure.
