Under the right of access to documents in the EU treaties, as
developed in Regulation 1049/2001, I am requesting copies of all communication (letters, faxes, emails, reports, etc) between the European Commission and the UK government (including list of meetings and any minutes of meetings) relative to the subject of derivatives in commodities, including legislative proposal that might affect them (such as the ‘Markets in Financial Instruments Directive’ MiFID and MiFID II), from the period 2011 (inclusive) until now.

Market and Services related to regulation of derivatives of commodities
and MIFID, MIFID ii from 2011 onwards.  I have searched our records for
these types of communications from 2011 – 2013 and can provide you with

You will notice that I have removed the names of participants from the UK
government side in order to protect their data privacy. If you wish to
receive these personal data, we invite you to provide us with arguments
showing the need for having these personal data transferred to you and the
absence of adverse effects to the legitimate rights of the persons whose
personal data should be disclosed.
In case you would disagree with the assessment that the expunged data are
personal data which can only be disclosed if such disclosure is legitimate
under the rules of personal data protection, you are entitled, in
accordance with Article 7(2) of Regulation 1049/2001, to make a

thank you for your reply and for sharing the documents.
In the email sent to you by the City back in February 2012 the EDO official mentions a document that was attached with the email and requests a meeting with you.

As part of my request (which concerned ALL communication), could I please ask you to share with me the abovementioned document and any information relative to the meeting (if it took place) - such as the agenda/minutes of the meeting, and who participated in the meeting (if not the individuals' names then the companies they represented)?

Dear Mr Bizzarri,

In your email of 18 November, you request that I share the document mentioned by the EDO official. I have already provided this, it is the PDF you have already received called "CityofLondon.PDF" it contains 10 pages, an email plus a key issues paper from the IRSG.

The email from City of London of 9th February 2012 refers to a future meeting requested for the 23rd February 2012. The meeting did take place, the IRSG met with Members of Unit G3. The reason I did not send you the minutes of that meeting is that it was concerning Third country issues & Pre-trade transparency and not - your area of interest - derivative commodities.

I now provide you with the minutes of that meeting also. We do not have a record of any IRSG paper associated with this discussion/meeting, but you can consult their website where they publish their issues papers.
