The address of the Website of the Euratom Supply Agency is https://euratom-supply.ec.europa.eu/, there is no other ESA Website outside of the European Commission digital infrastructure.
You will find the documents published by ESA across the dedicated sections, namely the home page, “Activities”, “About ESA” and “Publications”, the latter collecting most of them.
