Review of the Workplaces Directive 89/654/EEC which is being prepared for 2023

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting:
1. From the European Parliament any documents between January 1st 2018 and January 1st 2023, including briefings, reports, correspondence (email or other), about the review of the Workplaces Directive 89/654/EEC which is being prepared for 2023.
2. Minutes and other notes from lobby meetings (including online meetings) held by the European Parliament since 2018, in which the review of the Workplaces Directive 89/654/EEC has been discussed .
I would prefer you to produce the documents on a rolling basis, rather than waiting until the full response is ready, and I would be pleased to receive an initial list of all documents as soon as possible.

Further to your application submitted under [1]Regulation (EC) No
1049/2001 requesting public access to:
1. Any documents between January 1st 2018 and January 1st 2023,

2. Minutes and other notes from lobby meetings (including online
meetings) held by the European Parliament since 2018, in which the review
of the Directive 89/654/EEC has been discussed,
Parliament has identified the following as falling within the scope of
your request.
As a general background, Article 137 of the Treaty of Nice (now
Article 153 TFEU) formed the basis for EU efforts to improve the working
environment with a view to protecting workers’ health and safety. The
adoption of [2]Framework Directive 89/391/EEC, with its specific focus on
the culture of prevention, provided for preventive measures, information,
consultation, balanced participation and training for workers and their
representatives, in the public and the private sector. The framework
directive forms the basis for 25 individual directives in different areas,
among which the Council Directive 89/654/EEC of 30 November 1989
concerning the minimum safety and health requirements for the workplace.
In the past years, Parliament has frequently emphasised the need for
optimal protection of workers’ health and safety. It has adopted
resolutions calling for all aspects directly or indirectly affecting the
physical or mental well-being of workers to be covered by EU legislation.
In particular, on 10 March 2022, Parliament adopted a [3]Resolution on a
new EU strategic framework on health and safety at work post 2020 (Ref.
2021/2165(INI)). In that resolution, Parliament has, among other things,
welcomed the Commission’s commitment to modernise the occupational safety
and health legislative framework, by reviewing Directive 89/654/EEC laying
down minimum safety and health requirements for the workplace.
All the existing Parliament documents relating to such a resolution,
calling for a review of, among others, Directive 89/654/EEC, in the
context of the new EU strategic framework on health and safety at work
post 2020, are publicly available on the on the [4]European Parliament's
Legislative Observatory (OEIL), under the procedure with reference
[5]2021/2165(INI).
On the same [6]webpage, within the "documentation gateway" sub-section,
you will find the documents that led to the approval of the Resolution of
10 March 2022, including the EMPL Committee Draft Report of October 2021,
the list of Amendments to the existing legislation tabled within such
Committee in November 2021, the Committee report tabled for the plenary in
February 2022, as well as the full text of the adopted Resolution.
As regards meetings with interest representatives relating to such a
legislative procedure, please consult the "transparency" sub-section.
