RSA claim has been refused

Estamos a la espera de que Christopher Todd lea una respuesta reciente y de que actualice el estado.

Dear European Court of Justice,

I have lived and worked in France since September 2014.
On March the 30th 2016 I injured my shoulder at work. I did see a Doctor and continued to work as I needed income. In June of 2016 my shoulder became worse. Every time I lifted my right arm above my shoulder, my shoulder blade stuck out. I saw a Doctor again who sent me for an MRI. The result also highlighted that I had a form of arthritis on the joint of my shoulder. I have had an operation which has continued to stop me working. I receive eighteen euros per day after stoppages from MSA, my medical insurers. I also receive help for my rent, one hundred and thirty one euros per month. My rent is five hundred and fifty euros per month. I was told to apply for a benefit called RSA. I have just been informed that my claim has been rejected because I am an EU Citizen with not enough money. I am no longer able to buy food or pay my rent.
I feel I am being victimised for being an EU citizen even though I work in France and pay into the French system.
Are you able to give me any help/advise please?

In reply to your Email of 11 May 2017, it seems appropriate to give some information about the duties and jurisdiction of the Court.
The Court of Justice ensures that in the interpretation and application of the Treaties establishing the European Union the law is observed. The interpretation and application of provisions of the national law of the Member States do not form part of its duties. Neither can it hear and determine actions for breach of the European Convention on Human Rights by the authorities of the Signatory States; the Court of Justice is not to be confused with the European Court of Human Rights at BP 431 R6 - F 67075 STRASBOURG Cedex.
The Court of Justice is not a court of appeal from the national courts and cannot declare their judgment void or vary them.
Private persons may bring proceedings against a Community institution only before the General Court of the European Union and not before the Court of Justice. In such proceedings representation by a lawyer entitled to practise in a Member State is compulsory.
Disputes with Member States or their authorities, or between private persons, fall within the exclusive jurisdiction of the national courts. This is so even where questions of European Union law are concerned. A court of a Member State may (or in certain circumstances, must), however, refer to the Court of Justice for a preliminary ruling on questions of the European Union law. The parties themselves have no such right.
