Rules and guidelines issued to countries/regions w.r. Structural Funds

Dear Employment, Social Affairs and Inclusion (EMPL),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Rules and guidelines issued by the Commission to countries in receipt of Structural Funds (rules and guidelines that cover ALL structural Funds, AND rules and guidelines that cover the European Social Fund (ESF), NOT those that are only relevant to Structural Funds other than the ESF).

I especially request:

- Those documents that explain to countries/regions/Managing Authorities the process for how they can secure funds from the Commission.

- Those documents that explain to countries/regions/Managing Authorities how to draft their National Strategic Reference Framework and Operational Programme, and the approval process for both of these.

- Those that explain to countries/regions/Managing Authorities the criteria by which to allocate funds to specific projects (and where funding is prohibited).

- Those that explain the process of evaluation, and the criteria for this evaluation, after funding has been spent on specific projects.
