Rules and procedures for officials of the Permanent Representation of the UK to the EU

Dear Permanent Representation of UK to the EU,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- the rules in place to screen and manage potential conflicts of interest in the previous employment of incoming officials and post-employment for departing officials of the Permanent Representation;

- procedures in place to assess and limit potential conflicts of interest in the previous employment of incoming officials and post-employment for departing officials of the Permanent Representation;

- the number of officials have have sought advise or approval for new roles after leaving the Permanent Representation since January 2016 and information on their new roles.

It has now been four months since I submitted my request in early July and I have still not had a reply.

I have asked for information on rules and procedures set in place to deal with conflict of interest internally. It is puzzling that you would even attempt to argue that sharing these could be a concern for national security or health & safety.

Not only that as you have been considering these exceptions for over one month now.

Let me also remind you that the procedures for screening of conflicts of interests are of undoubted public interest, as they deal with the independence of policy-making and political representation.

I am filing the following confirmatory application with regards to my access to documents request 'Rules and procedures for officials of the Permanent Representation of the UK to the EU'.

I have placed my original request July 2017 and still do not have an answer. The last notification I have received from the Permanent Representation dates back to 11 October 2017 which stated I would receive a reply by 8 November 2017. I have not received any reply.

I have since contacted you twice regarding these requests and asking when I could expect resolution to my request. So far I have received no reply. That means it has been seven months since your last email to me. This is clearly against all criteria of timeliness as set out by the Freedom of Information rules.

I would now like to 1) know why I have not received any reply to my request; and 2) request a re-assessment of my original request.
