Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

‘SPAAK building - Results of the International Architectural Design Competition’ (PE 730.704/BUR); as well as any other document pertaining to the future renovations, rehabilitation, or reconstruction of the Spaak building, including timelines and estimated budgets.

Dear Mr Nielsen,

With regard to your application for public access to documents, Parliament
refers to Article 6(2) of [1]Regulation (EC) No 1049/2001, which states
that "if an application is not sufficiently precise, the institution shall
ask the applicant to clarify the application and shall assist the
applicant in doing so, for example, by providing information on the use of
the public registers of documents."

In accordance with Article 6(2) of Regulation (EC) No 1049/2001,
Parliament requests clarification so that your application is sufficiently
precise to allow Parliament to process it.

More in detail, you request "any other document pertaining to the future
renovations, rehabilitation or reconstruction of the Spaak building,
including timelines and estimated budgets". Could you please specify the
period as from when you are requesting documents? Discussions about the
future of the Spaak building have been on-going for several years already.
Are you requesting documents after the International Architectural Design
Competition has taken place?

Also, you say "any other document" which is vague. Could you please
clarify if you mean just timelines and estimated budgets? Or are you also
requesting other categories of documents? Could you please specify which
ones?

On this basis, and pending receipt of your clarifications, the legal
deadlines laid down in Article 7(1) of Regulation (EC) No 1049/2001 cannot
run. This is due to the fact that Parliament is currently not in a
position to process and evaluate your application pursuant to Regulation
(EC) No 1049/2001.

If Parliament has not received your clarifications within 20 working days
of the date of this e-mail, Parliament will consider your application to
have been withdrawn and the file closed.

Dear European Parliament,

Let's narrow it down to documents from the start of last year to this year.

I am asking for this period because I understand that the Belgian authorities have imposed a deadline for the reconstruction and or renovation of the EU Parliament premises in Brussels and am seeking any information that may confirm that. This is what I mean by "another other document".

As for the renovations, rehabilitation or reconstruction of the Spaak building - let's narrow that down to documents after the International Architectural Design Competition took place.

By estimated budgets and timelines, I am referring to the renovations, rehabilitation or reconstruction of the Spaak building.

Dear Mr Nielsen,

The deadline for replying to your application concerning public access to
documents under Regulation (EC) No 1049/2001, registered on 12/06/2023, is
today, 06/07/2023.

However, due to the fact that the internal consultation concerning the
identification of the documents falling within the scope of your
application after your reply clarifying such scope is still ongoing, in
order to reply to your application Parliament exceptionally needs to
extend the time-limit provided for in Article 7(1) of Regulation (EC) No
1049/2001 by a further 15 working days, in accordance with Article 7(3) of
the same regulation.
