State of the implementation of the project “Border Management Programme for the Maghreb region (BMP-Maghreb,T05-EUTF-NOA-REG-07) which is funded through the EU Trust Fund

I am writing to request information in relation to the implementation of the project “Border Management Programme for the Maghreb region (BMP-Maghreb,T05-EUTF-NOA-REG-07), which is funded through the EU Trust Fund (established following the decision of the European Commission n. C (2015) 7293 FINAL). I would appreciate if you could send

GIVEN THAT:
In the founding agreement of the EUTF governing and managing bodies are established as follows:
1. a Trust Fund Committee, chaired by the Commission (DG DEVCO - the Commission's Directorate General for International Cooperation and Development -) and assisted by the European External Action Service (EEAS) and by others Commission services;
2. an Operational Committee (OpCom) for each window, which examines and approves actions financed by the Trust Fund;
3. while the management of the Trust Fund is ensured by the Commission, which acts as the secretariat of the Trust Fund Committee and of the operational committees.

CONSIDERING THAT:
As written in the Action Document for the implementation of the North Africa Window T05-EUTF-NOA-REG-07, the programme is designed on strengthening the rule of law and sharpening a better border management system of the interested countries.

I’m requesting access, under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, which contain the following information:

1. Information concerning detailed activities that are being implemented by the ICMPD with the local partner (Moroccan Ministry of Interior), especially:
• Any implementation plan and agreement between EU and Moroccan partners, the EU and ICMPD, ICMPD and local partners;
• List of all activities and number of interventions implemented up till now and a list of actions that have already been planned for the future;
• A list of corresponding activities for each beneficiary;
• Provenance and detail of all equipment and infrastructure provided to local Moroccan partners and the corresponding call for tenders which were not contracted by ICMPD;
• Financial reports detailing the expenditure items of the 55 000 000 Euros budget so far invested in the project;
• Data on beneficiaries reached and estimated to be reached;
• Monitoring reports on performed activities ensuring respect for the do no harm principle;

2. Minutes of the operational committee as the body responsible for reviewing actions financed by the EUTF, and evaluating reports of the impact of this project on migrants and refugees human rights in Morocco/Maghreb region
