Dear Ms Hoekman,

As a preliminary remark, your attention is drawn to the fact that the
scope of [1]Regulation (EC) No 1049/2001 for public access to documents,
as defined in its Article 2(3), extends only to existing documents held by
an institution.  The exchanges of Parliament's Members in their individual
capacity is not part of official proceedings of Parliament and no records
are hold by Parliament.

The parliamentary Committees in their preparatory work -if necessary- may
organise hearings or command studies or take into consideration previous
Parliament's Resolutions on issues of concern.   The EXPLANATORY STATEMENT
of the Committee's reports include –if any- information about external
contributions. The procedural page includes the dates of when the
committee examines a legislative procedure and the Meeting MINUTES inform
about participants. (to be found in the [2]Public Register  1.4.2.
