Transport Manager CPC use in another EU country (Finland)

Dear Mobility and Transport,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information: All documents relating to a Transport Managers' right to work in another EU country other than the country where s/he obtained their original Certificate of Professional Competence (CPC) together with any necessary other documentation and/or requirements that the Transport Manager may need to apply in the new EU country (Finland) to obtain an equivalent CPC.

for access to documents,
The description given in your application does not enable us to identify
concrete documents which would correspond to your request.
We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to provide us with more
detailed information on the documents which you seek to obtain, such as
references, dates or periods during which the documents would have been
produced, persons or bodies who drafted the documents etc…
 
In addition, and unfortunately you have not indicated your postal address
that is required for registering and handling your request in line with
the procedural requirements. Please send us your full postal address at
your earliest convenience. Pending your reply, we reserve the right to
refuse the registration of your request.

Dear Mobility and Transport,

As a member of the public, I have requested ALL documents relating to the subject.

My question was put in a general capacity because I do not know which specific documents relate to my question. If I knew that, I would most probably not be asking you the question.

On the application webpage, it stated "do not provide personal information", that is why I did not supply a full postal address.

I hope this clarifies my situation.

Dear Mr. Cole,

With regard to the request for a postal address, The Commission has changed its policy and applying this approach, after 1 April 2014,because of numerous problems encountered by the Commission in its previous practice (legal uncertainty, false identities used etc.). We also would like to point out that other institutions, such as the Court of Justice, already ask for the address in their respective electronic forms for access to documents requests.]

We therefore kindly reiterate our request to you to provide a full postal address, so we can duly register and handle your request. Please note that, once we receive your postal address, we will register your request for access as an initial application for access to documents in the meaning of Article 6(1) of Regulation 1049/2001. The deadline for handling your initial request shall run as from the moment of registration of your request following the submission of your postal address.

I was unaware of a change in the supply of personal addresses. I was only going by what I read on the initial website and of course, I would prefer my personal details including address, not to be made public.
