In answering your request for European Parliament's "Regulations for international travelling on duty by the Members of EP as members of an official EP delegation or committee or as single traveller", please find the information below:
The rights and obligations of Members of the European Parliament (MEPs) in view of travel are laid down in the Implementing Measures to the Members Code of Conduct which you can find on Parliament's website: http://www.europarl.europa.eu/meps/en/ab... under the heading "Code of Conduct for Members of the European Parliament". Please see in particular Chapter 2 of the Implementing Measures for the Code of Conduct. The MEPs' Code of Conduct is accessible on that page as well, but also as annex I to Parliament's Rules of Procedure: http://www.europarl.europa.eu/sides/getD... .
Furthermore you will find more information on the reimbursement of costs incurred to MEPs by their travels on the same website under the heading "MEPS' allowances". Those allowances are based on the Members' Statute and its Implementing Measures. You may find the Statute as well as the Implementing Measures on the EurLex website:
Statute: http://eur-lex.europa.eu/legal-content/E... , in particular Article 20.
Implementing Measures: http://eur-lex.europa.eu/legal-content/E... , in particular chapter 4, Art. 10-23.
