TTIP energy policy

Dear DG Trade,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- a list of meetings of DG Trade officials and/or representatives (including the Commissioner and the Cabinet) and representatives of the companies Royal Dutch Shell and Exxon-Mobil, and the trade associations BusinessEurope and The European Chemical Industry Council (Cefic), including lobby consultancies and law firms acting on their behalf, in which TTIP policy on energy and or raw materials were discussed in reference to forthcoming negotiations (between December 1st 2015 and July 25th 2016).

- minutes and other reports of these meetings;

- all correspondence (including emails) between DG Trade officials and/or representatives (including the Commissioner and the Cabinet) and representatives of Royal Dutch Shell, Exxon-Mobil, BusinessEurope and CEFIC, including lobby consultancies and law firms acting on their behalf, in which TTIP policy on energy and or raw materials were discussed in reference to forthcoming negotiations (between December 1st 2015 and July 25th 2016).

Please note that by energy policy I am referring to TTIP policy pertaining to oil, gas and coal, as well renewable energy (wind, solar) and measures to make energy usage more efficient.

Please ensure that all documents are sent as soon as they are found, rather than waiting for the entirety of the request to be met.

Dear Mr O'Neill,

 

Your application with reference number 2016/4167 is currently being
handled. However, we were not in a position to complete the handling of
your application within the time limit of 15 working days, which expired
yesterday.

An extended time limit is needed as many files have to be examined and
third parties consulted. Furthermore the colleagues who are responsible
for trade policy on energy and raw materials files are currently absent.
We are identifying the documents but for the individual assessment of
these documents we will need to wait for the colleagues to return.

 

Therefore, we have extended the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 06/09/2016.

We apologise for this delay and for any inconvenience this may cause.

We apologise for the delay in replying to your request, which is mainly
due to the fact that the units responsible for your request are currently
processing a large number of wide scope requests for access to documents.

 

We have been thoroughly reviewing our files, however unfortunately we have
not been able to identify so far documents that would fall under the scope
of your request. We are currently running the last checks on our records.
If this is confirmed, we will shortly provide you with a reply that no
documents falling under the scope of your request has been found.
