Urgent educational enquiry !
Dear Secretariat General of the European Commission,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
My name is Muneeb Hassan and I have lived in Portugal for over 2 years, I have completed my university of Cambridge international A levels in a Cambridge international school in Portugal. According the Portuguese law which is available online on this topic , these exams are equivalent to the final high school graduation exams of the Portuguese system. However, the local school doesn't understand what A levels are equivalent to and they have failed to recognise British A levels saying that they don't show any prove that the student has completed high school studies. This is wrong and I think that you can help and clarify this !
Cambridge international A levels are accepted globally and are the most prestigious high school level examinations/courses. Students with these qualifications make their way to high rank universities across the globe and I have achieved high grades, I am a hard working and passionate student.
Are the university of Cambridge international A levels are high school final exams equivalent to the last year of Portuguese exams and are the Cambridge international A levels exams the ones that can be given through Cambridge schools or through British council after completing the studies and the high school last years to access the university? Most students sit for 3 A levels which mark the end of high school internationally.
I really need your help , my family is pretty worried for me and I reckon that living in this land ( Europe) where right to education , information and access to rights is considered important, you can help me out.

additional information from the Directorate General Education, Youth,
Sport and Culture. Please see below.
“We thank you for your email concerning the admission to higher education.
The issue of admission to higher education and whether a student qualifies
for a higher education programme in a Member State of the European Union
falls within the competence of that Member State. Within the field of
education, the Member States have the full responsibility to organise
their education systems and determine the admission procedure, the content
of teaching and the evaluation system (see Article 165 of the Treaty on
the Functioning of the European Union). Barriers to admission may be
imposed either by higher education institutions or specialised agencies.
Admission systems to first-degree tertiary programmes reflect the way
tertiary education is structured and organised within countries. Apart
from language requirements, university admission tests may include
knowledge requirements. The admission tests may however apply for national
and non-national students equally.
The responsibility for supporting students in matters dealing with
admissions therefore rests with national authorities and the universities
themselves. This is outside of the scope of the European Commission.
As your question concerns mainly the admission, we would recommend that
you contact the Portuguese information centre for the academic and
professional recognition of qualifications (NARIC Portugal). The Centre
will provide information on recognition procedure and on the procedure to
be followed in order to work or study in Portugal.
We also recommend to you to look at the website of the ENIC-NARIC where
you may find the overview of measures concerning upper secondary school
examinations, certification, and access to higher education and related
matters.”
