I am writing to propose a meeting with

East, Africa and India, on Wednesday, 19 May 2022.

including the ongoing work on the Transition Pathway as well as relevant Green
Deal initiatives, including CBAMs.

to meet you to introduce Dow’s plans to move our largest European production
site in Terneuzen, Netherlands, to carbon neutrality by 2050, and the role
CBAMs can play in this regard.

Dow is globally committed to carbon neutrality by 2050 and to reduce net
annual carbon emissions by 5 million metric tons by 2030 (equivalent of -30%
compared to 2005). European production sites are intended to play a
frontrunner role in this transformation. For the Terneuzen site, Dow foresees
investments defined in a multi-generational plan, with each generation involving
a combination of different technologies, building on the previous generation.
Our ultimate aim is to implement electrical cracking. In the transition to this
technology, which is under development, we will rely on the use of circular clean


hydrogen, a by-product of our industrial process, and CCS (later moving to CCU).
In this way, we will be able to already reduce Terneuzen’s emissions by almost
half by 2030. We are also looking at deploying similar technologies in our site in
Tarragona, Spain.
The ongoing Green Deal policy debate offers opportunities for EU policy to
support this transformational plan, but also bears some risks that would hamper
its implementation. We would be pleased for an opportunity to discuss these.
