Dear President, dear Ursula,
The migratory pressure Italy has been facing recently, especially on its islands closest
to Africa, has become unsustainable. The Italian reception system is subjected to a load that
far exceeds the limits of its capacity.A situation that, albeit with less intensity, other European
Mediterranean states are also experiencing.
Particularly dramatic is the situation on the island of Lampedusa, where more than
eleven thousand arrivals were recorded in the first half of September alone, most of them
from the Tunisian coasts. Migrants who entrust their lives to ruthless human traffickers, with
often dramatic consequences that have led to thousands of deaths at sea.
Mass illegal immigration cannot be suffered by Italy and Europe as an inevitable
fatality. I am sure that the European Commission, always attentive to respect for the rules,
shares with Italy the need to defend legality also in the field of immigration. With refrence to
Europe's sea borders, this can only be ensured by combating the activities of human
traffickers, especially by cooperating with the authorities in North Africa and persevering in
the direction we have already taken together.
For these reasons, I believe it is very useful and important that you can come to
Lampedusa in the next few hours to personally take stock of the situation and give a concrete
signal of solidarity and support from the European Commission to the island itself and to
Italy. Together we will be able to assess how to intervene operationally not only to address
the current emergency but also to limit departures, in particular by speeding up the
implementation of the Memorandum of Understanding between the EU and Tunisia.
